US allowing Ukraine to use ATACMS missiles in Russia is unlikely to change balance of power

Washington’s U-turn is unlikely to change the balance of power on the ground. But it does raise the question of whether Ukraine will be allowed to use French Scalp and British Storm Shadow missiles.
