Indian-administered Kashmir recently held its first election since coming under direct control of New Delhi, with voters choosing opposition parties to lead the regional assembly. In 2019, Prime Minister Narendra Modi’s government revoked Kashmir’s partial autonomy, leading to mass arrests and a long communication blackout. Since then, the Muslim-majority territory of around 12 million people, caught in a dispute between India and Pakistan, has been without a local elected government.
