The Minister of Finance of Ukraine, Serhii Marchenko, recently presented the 2025 Draft Budget to Ukraine’s lawmakers. This draft, titled “On the State Budget of Ukraine for 2025,” addresses the challenges posed by the ongoing invasion and emphasizes the country’s commitment to defense and security. The Chair of the Committee on Budget, Roksolana Pidlasa, dubbed it “The Budget of War.”
The budget focuses on financing defense needs, social welfare, and support for businesses, with a significant portion linked to financial aid from the West. Despite a substantial increase in defense spending due to Russian aggression, Ukraine is working to boost revenues through tax adjustments while meeting IMF recommendations.
The 2025 budget also outlines projections for GDP, inflation, and government debt. Additionally, planned expenditures cover defense, social welfare, healthcare, education, infrastructure, and various state programs.
The budget proposal has sparked debates in parliament, particularly regarding road construction funding. Nonetheless, the International Monetary Fund has approved the proposed figures, reflecting Ukraine’s efforts to manage its finances amidst ongoing challenges.
