State forecasters predicted the storm would head to the South China Sea. The Bicol region suffered the most casualties, with flash floods causing havoc in Naga city. Despite rescue efforts, more people awaited assistance, especially in the Bicol region. The storm also prompted mudflows from Mayon volcano, complicating relief work in the area.
Authorities reported that over 2 million people were affected by the storm, with thousands displaced from their homes.
