Kim Yong-hyun, South Korea’s Minister of National Defense, argued that it is more appropriate to describe North Korean troops in Russia as “mercenaries” rather than “troops.” He made this statement during his attendance at the National Assembly’s National Defense Committee on the 24th, emphasizing that these troops do not maintain the command structure of the North Korean military.

According to Minister Kim, North Korean troops disguised themselves in Russian military uniforms and operated under Russian command, devoid of any operational authority. He asserted that these troops can only be considered as “bullet catchers” and accused Kim Jong-un of illegally selling his army for invasive warfare.

Minister Kim highlighted the change in North Korea’s intervention methods since the June summit between Russia and North Korea. He revealed that prior to the summit, North Korea provided mostly missile and artillery support to Russia, but following the summit, they gradually started deploying troops.

He also mentioned the potential for international support in monitoring and providing assistance against the actions of the Russo-North Korean alliance. However, when asked about the possibility of South Korean troops being deployed in response to North Korean troop deployments, Minister Kim stated that no such deployment has been considered.
