According to a recent source, the recidivism rates have been soaring in North Korea, prompting the need for stricter measures to curb this social issue. Decree 1013 includes harsher sentences, tougher prison work, reduced sentence commutations, and stricter law enforcement to address the rising recidivism rates.
The Ministry of Social Security plans to enforce harsher punishments in the process of investigating, interrogating, and sentencing recidivists to establish law and order in the state. These measures are scheduled to take effect on November 1, aiming to deter criminals from committing more crimes and restore social order.
Furthermore, the intensification of prison work and stricter rehabilitation measures for repeat offenders are key components of Decree 1013. Measures also include limiting sentence reductions for repeat offenders and ensuring meticulous management of the rehabilitation process in every local unit to prevent recidivism.
