Transforming Social Welfare: Morocco’s Ambitious Budget Plans for 2025
In a recent announcement, Economy and Finance Minister Nadia Fettah unveiled Morocco’s Draft Finance Bill for 2025, which places a strong emphasis on bolstering social welfare programs. The bill prioritizes the completion of the national social protection project, aiming to reinforce the social state pillars.
One of the key highlights of the bill is the expansion of Compulsory Health Insurance (AMO) to encompass all social and professional categories. Additionally, the government plans to allocate approximately 10 billion dirhams annually to subsidize contributions for those in need. Direct social assistance will also see a significant increase, with additional financial aid to support families, children in school, children with disabilities, and orphaned children.
Healthcare improvements are also a focal point, with a budget of 32.6 billion dirhams set aside for Health and Social Protection. The plan includes upgrading healthcare facilities and implementing comprehensive health reforms. The education sector is not left behind, with an additional 11.7 billion dirhams allocated to enhance educational programs and expand school offerings.
To further support citizens’ purchasing power, the government will maintain subsidies on essential goods and prioritize social dialogue with a dedicated budget. The bill also addresses ongoing reforms to the income tax system and outlines measures to support regions affected by natural disasters.
