In a recent Ukraine-South East Europe summit hosted in Croatia, Serbian President Aleksandar Vucic managed to tone down a pro-Ukrainian declaration that explicitly condemns Russia for its actions in Ukraine. Despite traditionally being a Russian ally, Serbia is seeking EU membership and is under pressure to align its foreign policy with that of the economic bloc. Vucic stated that he conditioned his attendance at the event on changes to the draft declaration, particularly regarding sanctions and military aid to Ukraine.
The Dubrovnik statement now refers to President Zelensky’s peace formula as one of the proposed plans, instead of the only plan, and has removed obligations for military aid and imposing sanctions on Russia. Amidst ongoing conflict in Ukraine and setbacks for Ukrainian forces, Zelensky presented a proposal to President Biden last month that includes NATO-like security guarantees and Western approval for striking targets in Russia.
This diplomatic maneuvering by Vucic showcases Serbia’s delicate balancing act between international pressures and maintaining its historical alliances.
