The Democratic Party has submitted a special investigation request to the National Assembly to uncover power-related corruption including the suspicion of stock manipulation by Samboo Construction, the wife of Kim Geun-hee. This request falls under the Permanent Special Prosecution Act established in 2014, rather than individual special investigation legislation.
The Democratic Party’s request specifies investigations into drug investigation pressure suspicions, lobbying in the construction industry, and violations of laws related to testimony and emotions in the 22nd National Assembly. Kim Yong-min, a senior party official, explained that the permanent special investigation covers investigations that appear independent, such as the drug investigation pressure and stock manipulation by Samboo Construction. The scope of investigations is narrower than the eight subjects included in the defunct “Kim Geun-hee Special Prosecutor Law.”
In addition, the Democratic Party has proposed a rule amendment to prevent the government and ruling party from participating in the committee recommending candidates for the permanent special investigation, increasing the concern that President Yoon Suk-yeol may not appoint a special prosecutor even if the rule is amended.
