The Russian State Social University (RSSU) has proposed a draft framework for a tax on childless citizens, aiming to boost the country’s birth rate. The idea of reintroducing a Soviet-era tax on individuals without children has sparked mixed reactions among lawmakers.
In an interview, RSSU’s first vice-rector, Dzhomart Aliev, mentioned the possibility of a childless tax, suggesting a 3% increase in income tax for childless individuals, along with adjustments to inheritance and property taxes. Lieutenant General Andrey Gurulev also supported the idea, proposing to utilize the funds raised for modernizing orphanages.
However, some lawmakers criticized the proposal, emphasizing the comprehensive social benefits that were part of the previous tax policy in the USSR. The discussion reflects the ongoing efforts in Russia to address declining birth rates, with recent data showing a decrease in the number of newborns.
Despite the debate, the issue of implementing a childless tax continues to be a topic of interest among Russian policymakers, highlighting the country’s focus on population growth and demographic challenges.
