The representation of women in executive positions in public institutions under the Ministry of Education is highlighted as a concern, with only 22.3% of executive positions held by women out of 121 positions. According to an analysis by Rep. Jung Eul-ho of the Education Committee of the National Assembly, some organizations like the Korea Classical Translation Institute and the Korea Foundation for the Advancement of Scholarship had no female executives at all.
The low representation of women in leadership roles is attributed to the limited application of the Public Institution Operation Act, which requires public enterprises and certain quasi-governmental organizations to set gender equality goals for executive appointments. Organizations like the Korea Research Foundation and the Korea Scholarship Foundation, subject to the act, showed relatively higher rates of female executive appointments.
Rep. Jung emphasized the need for expanding the scope of organizations required to submit annual reports on gender equality in executive appointments and urged compliance with the Gender Equality Basic Law for all staff appointments, ensuring a more inclusive and diverse workplace.
