In a recent draft budget for 2025, Russia is planning a significant 25.6% increase in funding for President Vladimir Putin and his administration, totaling 30.9 billion rubles. The majority of this increase will go towards boosting salaries for the president and his staff, while additional funds will be allocated for purchasing goods for the administration’s 2,000 employees.
Amidst ongoing tensions and military actions in Ukraine, Russia also plans to ramp up defense spending to 13.2 trillion rubles in 2025, up from 10.4 trillion rubles in 2024. This increase comes at the expense of social spending, which is expected to drop to 6.49 trillion rubles, comprising 15.7% of total expenses in 2025.
Economists anticipate a looming economic slowdown for Russia due to labor shortages and constraints on key growth sectors. U.S. intelligence reports suggest that Russia has spent billions on military operations in Ukraine since 2022, resulting in significant economic losses. Despite financial concerns, Russia continues to prioritize military engagements, diverting resources away from social welfare programs.
