Improving Transparency in Climate Change Adaptation Funding
The recent report from the Comptroller and Auditor General (C&AG) highlighted the lack of transparency in specific allocations of funding for climate change adaptation. With a focus on flood risk management, the report revealed that there is a need for better reporting mechanisms to track progress and ensure accountability.
Despite the approval of a sectoral adaptation plan for flood risk management by the Government, the C&AG found that there is a lack of clarity on how funding is allocated for climate change adaptation measures. This hinders transparency and makes it difficult to assess the effectiveness of these actions.
While some progress has been made in areas like flood mapping, the report noted that there has been limited advancement in planning individual flood management schemes. With only one flood relief scheme completed by the end of 2023, there is a clear need for improved coordination and monitoring of adaptation efforts.
Looking ahead, the Office of Public Works (OPW) has committed to taking action on the C&AG recommendations to enhance reporting and monitoring in future adaptation plans. By working with stakeholders to establish clearer reporting arrangements, the OPW aims to improve overall progress towards climate change adaptation goals.
