Assessment of ISW Russian Offensive: Sep 27, 2024

The Understanding War (ISW) report highlights recent developments in the Russian offensive campaign in Ukraine. Ukrainian forces successfully repelled a large mechanized Russian assault along the Kupyansk-Svatove-Kreminna line. Russian forces are focusing on advancing towards the Oskil River, with gradual progress expected. The report also discusses the limited capacity of the Western Grouping of Forces to maintain an intensified offensive effort.

Russian authorities are working to influence Western debate on allowing Ukraine to use Western-provided weapons for long-range strikes. Ukrainian President Zelensky met with US officials during his visit to the US to discuss the conflict. Russian and Ukrainian forces continue to engage in assaults in Kursk Oblast.

Additionally, Russian Defense Minister Belousov met with milbloggers, and China announced a new initiative to garner international support for its alternative peace plan for Ukraine. The report is authored by Riley Bailey, Angelica Evans, Kateryna Stepanenko, Grace Mappes, Haley Zehrung, and Frederick W. Kagan.
