Past privatization in Ukraine led to oligarchization and inequalities, unlike Poland’s experience which saw positive legal and institutional reforms post-privatization. Zawadewicz emphasized the need for continued privatization in Ukraine for modernization.

The conversation also touched on the challenges in privatizing key sectors like railways and energy, with differing opinions on the extent of privatization. Zawadewicz highlighted the significance of state involvement in critical sectors like energy post-war. He discussed the importance of modernizing Ukraine, distinguishing between soft and hard modernization, and mentioning the EU’s support through the “Ukraine Facility” to enhance integration and reforms.

The path to modernization for Ukraine involves balancing privatization, state involvement, and international support to build a competitive economy aligned with Western standards.
