The bill targets citizens of countries permitting gender reassignment or gender change on documents. President Putin has reinforced his conservative stance, signifying a crackdown on LGBTQ+ rights.
Lawmakers also sought to prohibit promoting childless lifestyles as Western decadence and voted to safeguard Russian children from gender reassignment abroad.
The adoption of Russian children by foreign nationals has significantly declined since past bans and the Ukraine conflict, affecting over 300,000 children in Russian care homes.
Slumping demographics
Given Russia’s demographic decline, the government aims to stop it by limiting adoptions to “friendly” countries and preserving traditional values amid geopolitical tensions.
