Farmers are instructed to prioritize government quotas, setting aside seed grain for the next planting before distributing the remainder to workers. The committees also urge farmers to exceed this year’s quota and warn against misreporting crops or taking a share for personal gain, threatening severe punishment for offenders.
The strict enforcement of quotas is causing discontent among farm managers and workers, who struggle to repay loans taken in spring to buy seed grain and other materials.
