Government to Present Constitutional Package in National Assembly

The government is gearing up to convene a National Assembly session in the first week of October to introduce the controversial “Constitutional Package” for approval. This package includes amendments to the Constitution, with a key focus on fixing the tenure of the Chief Justice of Pakistan (CJP) for three years.

Despite previous delays in tabling the legislation, efforts are underway to build consensus among political parties. PPP Sindh President Nisa Khurro expressed the party’s commitment to fostering agreement on the proposed amendments.

Barrister Aqeel Malik, the government’s legal adviser, emphasized the importance of consensus-building before presenting the package in parliament. He mentioned that certain amendments have already been withdrawn, emphasizing the need for clarity in defining the tenures for service chiefs.

One significant addition to the package is the proposed insertion of Article 9A, guaranteeing the right to a clean, green, and sustainable environment. Aqeel highlighted this as a major achievement, positioning Pakistan as a global leader in environmental policy.

Seeking Broader Consensus

Efforts are ongoing to finalize the draft by March or April next year, with consultations with key political figures like Maulana Fazlur Rehman. Aqeel expressed optimism about reaching a consensus with the opposition by early October, paving the way for the package’s approval.

Next Chief Justice

Justice Mansoor Ali Shah is expected to succeed CJP Qazi Faez Isa, as per Article 175A, Sub Article 3. The government aims to notify Shah’s appointment before Isa’s retirement on October 25, following the constitutional and legal framework.
