The bill proposes the establishment of an Artsakh Revenue Recovery Fund to compensate Armenians who were forcibly driven from their homes by Azerbaijan.
Rep. Schiff emphasized the importance of ensuring justice and financial restitution for the victims of Azerbaijan’s aggression. The bill, supported by other members of Congress, makes Azerbaijan liable for compensating Armenians and authorizes the seizure of Azerbaijani assets in the U.S. if they refuse to pay.
