The Ukrainian army is providing aid and safe passage to civilians in the region. The Foreign Ministry has asked the ICRC to monitor compliance with humanitarian principles. However, the Kremlin dismissed the invitations as “provocative” and urged the U.N. and ICRC not to accept them.
Meanwhile, the ICRC president visited Moscow amid escalating tensions. Recent attacks in Donetsk region resulted in casualties among ICRC staff, emphasizing the need for international oversight. Despite Russia’s resistance, Ukraine remains determined to prioritize humanitarian assistance in the conflict.
