Former University of Cape Town vice-chancellor Prof Mamokgethi Phakeng has thrown her support behind the Basic Education Laws Amendment (Bela) Bill, set to be signed into law by President Cyril Ramaphosa at the Union Building in Pretoria on Friday. The bill aims to bring about governance changes in the education sector, though it has faced criticism from some political parties, including partners in the government of national unity (GNU).
Phakeng emphasized the importance of supporting the Bela Bill, highlighting the persistence of apartheid-era structures impacting democracy in the country. She expressed disappointment in individuals who claim to support democracy yet oppose the bill, labeling their actions as anti-democratic.
The bill seeks to amend key sections of the South African Schools Act of 1996 and the Employment of Educators Act of 1998. Phakeng acknowledged some concerns with specific provisions of the bill, particularly related to liquor amendments, but stressed the overall progressive nature of the legislation.
