United Nations Mission in South Sudan and Max Planck Foundation Launch Training Program on Federalism and Power Sharing
The United Nations Mission in South Sudan (UNMISS) and the Max Planck Foundation for International Peace and the Rule of Law have partnered to kick off a four-day training program for members of the National Constitutional Review Commission (NCRC) focusing on federalism and power sharing.
Supported financially by UNMISS and the European Union, this initiative aims to provide a deep understanding of federalism and pluralism in the context of the constitution-making framework set forth by the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARSS).
Guang Cong, the Deputy Special Representative of the Secretary-General of the United Nations, reiterated UNMISS’s commitment to assisting South Sudan in implementing the Revitalized Peace Agreement, especially in the constitution-making process. Meanwhile, Ruben Madol Arol, the Minister of Justice and Constitutional Affairs, emphasized the importance of federalism in leading the country towards peaceful and credible elections.
The workshop will cover topics such as federalism, decentralization, the roles of government branches in a federal system, and power-sharing options, all aimed at facilitating popular participation in South Sudan’s constitution-making process.
