The Disagreement over the Operations Certificate in Western Equatoria State
The South Sudan Relief and Rehabilitation Commission (SSRRC) in Western Equatoria State has introduced a new ‘Operations Certificate’ for NGOs and Civil Society Organizations, costing USD 100 per year. This move has sparked disagreement among the parties involved.
The acting chairperson of SSRRC, Thomas Aringa Paul, defended the introduction of the certificate, stating its purpose is to monitor NGO operations in the state. However, some members of the civil society argue that this new charge is unlawful and against the constitution.
Executive Director of the Center for Peace and Advocacy (CPA), Ter Manyang Gatwech, urged SSRRC in Western Equatoria to align their procedures with the national office in Juba and other states for uniformity. He emphasized the importance of seeking guidance before making any payments.
This new requirement of USD 100 per year affects both national and international non-governmental organizations operating in Western Equatoria State.
