The looming threat of a constitutional vacuum could leave South Sudan’s institutions hanging in uncertainty, prompting Deng to suggest a caretaker administration as a contingency plan post-September 22. Urging prompt constitutional interventions, he underscored the need for a clear roadmap and advised against relying solely on the Tumaini Initiative.
