South Sudan’s Justice Minister, Reuben Madol Arol, introduced the Non-Governmental Organizations Act, 20216 (amendment) Bill, 2024 to the Council of Ministers for approval. This new bill aligns with the 2016 NGO Act and the Revitalized Peace Agreement, aiming to create a favorable environment for NGOs in South Sudan that follows international standards.
Arol emphasized that the amendments in the Bill are in line with the peace agreement and the constitution. The revised sections empower the Commission to regulate NGO operations and outline principles and objectives for NGOs to follow.
Furthermore, the Minister highlighted that the Amendment Bill adheres to the Revitalized Peace Agreement and the Transitional Constitution of the Republic of South Sudan, 2011. It grants the National Government the authority to oversee NGOs.
The Bill also introduces new sections to enhance its effectiveness, such as advocating for the employment of more women and South Sudanese individuals in NGO roles. Additionally, it encourages the hiring of foreigners only when no qualified local candidates are available.
The Bill will now be reviewed by the standing specialized committees of human rights and humanitarian affairs and legislation within 14 days, as directed by House Speaker Jemma Nunu Kumba.
