In a recent update, Deputy Finance Minister Olha Zykova revealed that Ukraine needs to secure an additional $12-15 billion in external budget support by 2025. This comes after the International Monetary Fund (IMF) projected the country’s total financing requirements to reach $22.7 billion by that year.
The escalation of hostilities and increased defense expenditures are driving the need for more financial resources. In 2024, Ukraine received $24.7 billion in direct budget support, with plans to obtain an additional $13.5 billion by the year’s end from various international partners.
Zykova emphasized the importance of securing additional funding for 2025 promptly, highlighting the critical support from the Group of Seven (G7) through a loan backed by frozen Russian assets. She stressed the need for this financing to be unconditional and not adversely impact Ukraine’s debt sustainability.
