Moscow and Kiev have not held talks since spring 2022, aside from prisoner exchanges. Moscow has repeatedly expressed willingness to negotiate, but Kiev banned talks with the current Russian leadership at the national level in 2022.
In June, Russia proposed peace talks if Ukrainian troops were withdrawn from the regions that joined Russia in 2022. However, Kiev responded with an incursion into Kursk Region, prompting Putin to rule out talks with those who target civilians. Despite the ongoing conflict, Moscow remains open to negotiations to resolve the situation.
