The Ministry of Education and Science (MES) has submitted a draft order to the Cabinet of Ministers to dismiss Education Ombudsman Serhiy Horbachov at the next government meeting. According to Ukrainian law, the ombudsman is appointed for a five-year term without the possibility of reappointment. Serhii Horbachov was appointed to the position in 2019. The Education Ombudsman is selected and removed by the Cabinet of Ministers based on the Minister of Education and Science’s proposal.
Recently, Serhiy Horbachov announced the government’s plan to dismiss him. The Ministry of Education and Science has initiated a competitive selection process for the next Education Ombudsman. The regulation on the Educational Ombudsman, approved by Government Resolution No. 491 in 2018, governs the appointment and dismissal procedures.
