Supreme Court report: No link between EYP and Predator surveillance

A 300-page report by Supreme Court deputy prosecutor Achilles Zisis has sparked political criticism by assigning criminal responsibility for illegal wiretapping to companies using the Predator software, rather than government agencies like EYP or ELAS. The investigation, lasting over nine months, found that 28 targets were monitored by EYP out of 116 identified victims of Predator surveillance, but did not establish a joint surveillance center.

The report places blame on four individuals involved in operating the Predator software in Greece – Ioannis Lavranos, Sarah Alexandra Hamou, Tal Jonathan Dilian, and Felix Biggio – for breaches of telephone confidentiality laws. These individuals were found to have intercepted phone calls of politicians, journalists, and others on 116 occasions, successfully monitoring journalist Thanasis Koukakis and Artemis Seaford.

While some victims, like PASOK President Nikos Androulakis, were able to avoid surveillance by not clicking on malicious links, others, including former minister Christos Spirtzis, were not as fortunate. The final report has caused stir and will be discussed by the Committee on Institutions and Transparency in Parliament.
