North Korea and China achieve agreement on worker issues

North Korea and China have agreed on the repatriation and replacement of North Korean workers through diplomatic channels, resolving working-level issues. Despite rumors of total repatriation, both countries are cooperating closely, with North Korean workers continuing to be sent to China as a major source of foreign currency for the regime.

Preparations to send new workers, mainly women, to China are progressing smoothly, with workers primarily heading to fishery businesses and sewing factories. North Korea aims to maintain its labor partnership with China while also exploring opportunities in Russia.

China Remains Essential for North Korean Labor

Despite growing ties with Russia, North Korea values the income from sending workers abroad. The authorities are balancing diplomatic relations with China and Russia to maximize foreign currency earnings. Flexibility in worker dispatch policies is key to securing funds for the regime’s interests.
