Non-tax obstacles rise in N. Korean as factory building deadlines near

North Koreans are facing pressure to fulfill non-tax burdens for regional industrial factories under the “20×10” provincial development scheme. Despite Kim Jong Un’s order against economic burdens, residents are being tasked with providing grass and roofing materials for factories. The constant imposition of non-tax burdens is causing resentment among the people.

Delays in construction lead to increased burdens

Initially, people had fewer tasks during factory construction, but as deadlines approached, local entities began assigning burdens that fell on the residents. The change in public sentiment reflects a desire to be left alone and a lack of interest in the regional development policy.
