Russian President Putin Grants Designers Authority to Use Foreign Intellectual Property
Russian President Vladimir Putin has issued a decree granting chief designers the power to utilize foreign intellectual property without the owner’s consent. This move, aimed at speeding up weapons development, allows designers to incorporate necessary foreign technologies, equipment, or software without following traditional licensing protocols.
This decree follows the establishment of a “compulsory licensing” body by Russia under Putin’s leadership. Denis Grekov, a former lecturer at RANEPA, views this decree as an admission of Russia’s outdated technological capabilities.
The focus on patent research during weapon design reflects Russia’s effort to enhance its military capabilities quickly. With the country lacking technological autonomy, the decree legalizes espionage for military purposes. Grekov believes that Russia will target technologies from Western countries like the US and Israel to advance various fields, including aviation and electronic warfare systems.
Despite the decree, Sharp emphasizes that countries should be prepared for attempts to uncover their defense industry secrets, even from non-hostile nations.
