Omanisation of 30 professions leading to stricter rules for expat hiring by MoL

Exciting Developments in Oman’s Labour Market

The Ministry of Labour in Oman is set to introduce new decisions in September to enhance the labour market and create more job opportunities for Omani nationals. One key measure includes requiring state administrative units and government companies to only contract with private sector establishments that meet government-set Omanisation targets. Private sector companies must also obtain an electronic certificate from the Ministry of Labour to confirm their compliance.

More than 30 new professions have been added to the list of jobs restricted from non-Omanis to prioritize Omani employment. Additionally, private sector establishments must have at least one Omani employee in suitable professions, with future regulations to guide this requirement.

To support these initiatives, a financial package has been approved, and work permit fees will be reviewed to encourage compliance with Omanisation rates. Inspection campaigns will be intensified to ensure adherence to the new regulations.
