Former Argentine President Alberto Fernández was invited to be a foreign observer at Venezuela’s elections on July 28 but declined the offer after the Venezuelan government expressed concerns about his impartiality. The Caracas government asked Fernández not to travel, leading to his decision not to participate in the electoral observation.
