The central government is preparing to introduce a new law for an “active cyberdefense” system to prevent major cyberattacks proactively. The proposed law will allow the collection of online communications data from telecom companies to detect signs of potential cyber threats.
During an upcoming parliamentary session, the government plans to submit a bill for this new law, aiming to enhance cybersecurity measures in the country. Chief Cabinet Secretary Yoshimasa Hayashi emphasized the importance of developing a legal framework for cybersecurity initiatives.
To ensure compliance with constitutional rights and protect personal data, the law will not include the collection of email content. The government recognized the limitations of simply amending existing laws and opted for a new legislation approach to establish effective cyber defense mechanisms.
