Join us in this fight to support independent journalism in Ukraine. The European Commission is currently assessing a draft law in Ukraine that proposes controversial changes to the criminal code. Deputy Prime Minister Olha Stefanishyna shared that Draft Law no. 11340 aims to amend Ukraine’s Criminal Code specifically concerning crimes related to corruption and plea agreements.

If passed, courts may enter into a plea agreement with someone charged with a corruption-related offense, where the punishment could involve a fine to reimburse damages caused by embezzlement. The fine could range from Hr 204,000 ($5,000) to Hr 204 million ($58,000) based on the severity of the crime.

Despite risks identified by various anti-corruption entities, the law was passed in the first reading. This move has sparked concerns about potential corruption-inducing factors and criticisms about allowing corrupt officials to avoid punishment by paying fines.
