Will European Powers Return to Afghanistan and Recognize the Taliban?

Several European countries may reopen their embassies in Afghanistan, potentially signaling recognition of the Taliban, according to Bloomberg. What is driving this potential shift in policy?

Italian intelligence recently conducted a reconnaissance mission in Kabul, with Italian Foreign Minister Antonio Tajani confirming Rome’s interest in Central Asia. France, Germany, and the UK, however, deny plans to reopen embassies following the 2021 withdrawal.
“Rome and Madrid aspire to play a greater role in international dynamics,” says Tiberio Graziani, Chairman of Vision and Global Trends, highlighting Italy’s interest in Central Asia and maintaining relations with Afghanistan.
With Russia considering delisting the Taliban as a terrorist organization and China accrediting a Taliban-nominated official as Ambassador to Beijing, there is growing engagement with Afghanistan. While the EU contemplates a return, the US may delay action until after the November election.
