Senator Flávio Bolsonaro, the eldest son of former President Jair Bolsonaro, has submitted a controversial bill that would transfer control over coastal land to states, municipalities, or private interests. The bill defines “marine land” as areas bordering the sea, sparking concerns about private beaches and threats to biodiversity.
Initially passing the House with support, the bill has undergone revisions to address these concerns. While emphasizing public access to beaches, exceptions are made for reasons of national security and city zoning laws. The bill will return to the House if approved in the Senate.
This move to privatize “marine land” is tied to the effort to legalize casinos, as beach locations are ideal for casino resorts. Both bills passed the House in 2022, with the casino bill recently advancing in the Senate committee. However, it has yet to reach the Senate floor for a full vote.
