Kiir to review controversial security Bill following public outcry

South Sudan President to Examine Controversial National Security Bill

President Salva Kiir of South Sudan is set to review the contentious National Security Act 2014 (Amendment) Bill 2024 before making a final decision, according to the government. The President’s press secretary, Lily Adhieu Martin, announced that Kiir plans to meet with the Minister for Justice and legal advisors for a comprehensive assessment of the bill.

Alongside the National Security Bill, other important legislative documents, such as the Road Finance Agreement with Ethiopia and the Treaty on Trade with China ratification, were presented for assessment. The controversial sections 54 and 55 of the National Security Amendment Act – 2024 have drawn significant attention for granting the National Security Service (NSS) powers of warrantless arrest.

International organizations, including Amnesty International and Western embassies in Juba, have expressed concerns about the excessive powers granted to the NSS. The Tumaini Initiative in Kenya has also pushed for the repeal of these sections. President Kiir is urged to ensure that the bill aligns with constitutional and human rights standards.
