Japan’s Self-Defense Forces faced a significant challenge in meeting its recruitment goal for fiscal 2023, only securing 51 percent of the target. This marks the lowest recruitment rate since the establishment of the SDF in 1954, highlighting the intense competition with the private sector for personnel amidst Japan’s labor shortage.
The Defense Ministry revealed that only 9,959 new members were enlisted, falling far short of the 19,598 target. To address this shortage, a ministry committee is exploring strategies such as improving wages, working conditions, utilizing artificial intelligence, and engaging retired service members.
Despite Japan’s efforts to bolster its defense capacity in response to security challenges from China, North Korea, and Russia, the SDF struggles with recruitment due to a decline in applicants amid the nation’s aging population and low birthrate.
With a recruitment rate of 66 percent in fiscal 2022, Defense Minister Minoru Kihara anticipates ongoing recruitment challenges. The committee plans to release a report on the personnel shortage in late August, informing recruitment budgets for fiscal 2025.
