Azerbaijan has recently refuted criticisms made by the Council of Europe’s Committee for Prevention of Torture and Inhuman or Degrading Treatment or Punishment in a public statement. The Azerbaijani Foreign Ministry expressed deep regret over the committee’s decision to issue a public statement and publish a report without proper consent.

Despite multiple visits and reports by the Committee since 2002, Azerbaijan has cooperated and responded to the recommendations made by the Committee. The government has also taken steps to improve practices in accordance with internationally accepted standards.

It is unfortunate that this decision comes at a time of strained relations between Azerbaijan and the Council of Europe, following the biased decision by the Parliamentary Assembly of the Council of Europe in January 2024.

The statement from the Azerbaijani Foreign Ministry rejects the criticisms made in the public statement and emphasizes the country’s progress in protecting individuals in detention and improving practices to align with international standards.
