Hungarian Prime Minister Visits Kyiv Amid EU Council Presidency
Hungarian Prime Minister Viktor Orban visited Kyiv on July 2, marking his first visit to Ukraine since the start of Russia’s invasion. Concerns arose as Hungary assumed the rotating presidency of the EU Council of Ministers, known for its Russia-friendly stance.
Despite worries, the EU presidency holds limited powers, with its primary role being a technical one. Orban’s agenda, marked by slogans like “Make Europe Great Again,” emphasized migration control and peace, referencing the war in Ukraine.
During his visit, Orban urged President Volodymyr Zelensky to consider a ceasefire to expedite peace talks. While Budapest has lifted some vetoes, it continues to block significant defense assistance to Ukraine.
Fortunate Timing and Limited Influence
The timing of Hungary’s presidency aligns well with previous progress on Ukraine-EU relations, leaving Hungary to focus on enlargement efforts in the Western Balkans. The presidency’s influence is restricted by reforms like the Lisbon Treaty and the EU’s executive powers.
Despite potential confrontations, Hungary’s impact during its presidency is expected to be minimal, giving way to the formation of a new European Commission post-European elections.
