The pursuit began following an alleged attempted theft of a car on Lawson Street in Essendon about 1.30am.
Police allege the Mazda sped off from officers before the air wing was called in.
Footage from the police airwing, shows the car driving near parkland on Heritage Drive in Springvale, before one of the teens got out and allegedly tried to get in a nearby vehicle.
He was chased down by police and arrested before the Mazda sped off.
The car was captured driving up and down the Monash Freeway before exiting onto a main road.
Police used stop sticks to bring the car to a stop on Springvale Road in Brandon Park about 2.45am.
Investigators allege the Mazda was stolen from a recreation reserve in Bentleigh on June 23.
Two 13-year-old boys were charged with theft of a motor vehicle and will appear in a children’s court at a later date.
A 15-year-old Dandenong North boy was charged with theft of a motor vehicle, dealing property suspected to be proceeds of crime, and traffic offenses and will appear in a children’s court at a later date.
Another 13-year-old Hampton Park boy was released with a caution.
