Many workers in North Korea are paying their official employers to avoid work and focus on their own businesses, known as “8.3 workers.” Cash-strapped companies are accepting these arrangements to fund government-mandated projects.
While larger organizations linked to the regime pay decent wages, workers in other companies earn very little. To make ends meet, some turn to contract manufacturing, like Kim, who does day labor, sells goods, and helps vendors to earn a living.
Despite the risks of defaulting on contributions or being sent to forced labor camps, many North Koreans see 8.3 arrangements as a way to improve their living conditions. As regional companies benefit from the funds, these arrangements are likely to grow in the future.
