SACRAMENTO, Calif. (AP) — California Democratic leadership is clashing with law enforcement and business groups over how to address increasing retail theft.

There are two main approaches on the table: a ballot initiative for harsher penalties on repeat offenders and a legislative package targeting professional crime rings.

Both sides agree on the need to crack down on large-scale theft but differ on the methods. The ballot initiative proposes harsh penalties for shoplifting and drug offenses, while the legislative package aims to tackle organized crime rings and provide addiction counseling.

If the ballot initiative passes, it could override legislative efforts. Lawmakers are concerned about potential conflicts and mass incarceration if both measures proceed.

Democratic leaders are working to keep the tough-on-crime measure off the ballot due to concerns about criminalizing vulnerable populations. Negotiations are ongoing, and solutions may involve amending Proposition 47.
