The Russian Ministry of Defense claimed the building was struck by a Ukrainian missile, but OSINT experts identified the debris as consistent with a Russian S-300 5v55 air defense missile. Despite differing opinions on the specific missile, it was agreed that a Russian projectile struck the building.
Artem Lysohor, the Ukrainian-appointed head of Luhansk’s regional administration, reported multiple explosions in the area, including at a Russian military facility. He criticized Russian forces for positioning themselves in residential areas, leading to civilian casualties.
