While regional meetings provide opportunities for the Taliban to engage in cooperation, their adherence to international norms, rights of citizens, and the formation of an inclusive government will determine international recognition. Neighboring countries believe that collective action is key to resolving Afghanistan’s challenges without relying on external forces.
