Hong Kong has updated its Civil Service Code, requiring its 173,000 civil servants to prioritize national security and avoid criticizing government policies in their official roles. The new code, effective as of Friday, emphasizes loyalty, dedication, and integrity, with “upholding the constitutional order and national security” at the forefront.
Under the updated code, civil servants are urged to remain vigilant against actions that endanger national security and provide necessary support for safeguarding it. Secretary for the Civil Service, Ingrid Yeung Ho Poi-yan, expressed that the majority supported the code update to enhance awareness of national security.
The 30-page document also highlights values such as integrity, professionalism, and political neutrality. Civil servants are cautioned against criticizing government policies in their official capacity and to ensure personal views do not reflect the government’s stance. Inappropriate behavior could lead to questioning loyalty and suitability to continue their duties.
