Armenia’s Minister of Foreign Affairs, Ararat Mirzoyan, stated that although both Armenia and Azerbaijan view each other’s Constitutions as obstacles to peace, the issue of changing them is not currently part of the negotiation agenda. Mirzoyan emphasized that the Constitutions of both countries are not seen as legal barriers to achieving long-term peace. He clarified that constitutional changes in Armenia are an internal matter and not a subject for negotiation with Azerbaijan.
