The Data Protection Commission (DPC) has launched an investigation into the Health Service Executive (HSE) regarding data breaches linked to the storage of paper medical records. The breaches involved unauthorized access to two specific locations and the circulation of videos showing paper records in these facilities. The HSE confirmed its collaboration with the inquiry and commitment to data protection legislation.

In 2023, the DPC imposed record fines totaling €1.55 billion, including penalties on Meta and TikTok for data processing violations. The commission experienced a surge in cases and breach notifications, leading to the confirmation of fines for various organizations in Dublin Circuit Court. Additionally, significant fines were levied on Bank of Ireland and Centric Health for data breaches.

Transitioning into 2023, the DPC witnessed a change in leadership with the appointment of new Commissioners, Dr. Des Hogan and Dale Sunderland, acknowledging Helen Dixon’s tenure. The year marked a turning point with increased complaints and enforcement actions.
